the number of international students applying for UK visas has seen a considerable drop this summer, causing alarm within the higher education sector. Home Office data revealed that between July and September 2024, there was a 16% decline in visa applications compared to the same period in 2023. This decrease poses a significant challenge to UK universities, many of which rely heavily on international student fees to maintain financial stability.
In addition to the decline in student applications, there has been a dramatic 89% reduction in visa applications for family members of international students. This sharp drop is the result of visa rule changes implemented by the previous government in January 2024, which now restricts international students from bringing family members unless enrolled in specific research-based programs or government-backed scholarships.
Financial Impact on UK Universities
The new visa restrictions have raised concerns about the financial health of UK universities, especially those with high dependence on foreign student fees. The Home Office disclosed that 263,400 sponsored study visa applications were made between July and September 2024, a steep fall from 312,500 applications in the same timeframe last year. Similarly, visa applications for family members dropped to just 6,700 from 59,900 in 2023.

This shift has been attributed to the Rishi Sunak government’s effort to reduce immigration numbers. The government’s stance has made the UK less attractive to international students, which may lead to a significant financial shortfall in the higher education sector.
Sector Concerns Over Declining Student Numbers
Leading voices within the education sector, including Universities UK, have expressed deep concern. They state that student recruitment has become “very challenging”, and they fear that the UK’s standing as a preferred study destination is under serious threat.

Nick Hillman, director of the Higher Education Policy Institute (HEPI), confirmed that the changes have affected the UK’s appeal, stressing that these visa restrictions have compounded existing challenges. With universities already facing budget constraints, the reduced international intake could potentially lead to further financial distress.
Call for Policy Change
Several educational groups, including the University and College Union (UCU), are calling for immediate government intervention. Jo Grady, the UCU’s general secretary, has pushed for government bailouts for financially struggling institutions. She suggests that the new Labour government should prioritize lifting Tory visa restrictions to help stabilize UK universities.
The Home Office defended the changes, noting that while the UK values legal migration, the system must be controlled and fair.
